In a medium saucepan with a lid, combine the rinsed rice, water, and 1 teaspoon of olive oil. Bring to a boil over medium-high heat.
Once boiling, reduce the heat to low, cover the saucepan with a lid, and simmer for 20 minutes, or according to the instructions on the rice package.
After 20 minutes, remove the lid and fluff the rice with a fork.
Add the minced garlic, chopped scallions, and lime zest to the rice. Stir to combine.
Let the rice cool for 1 minute, then add the remaining 2 teaspoons of olive oil, ¼ teaspoon of salt, fresh lime juice, and chopped cilantro. Stir well to incorporate all the ingredients.
Taste and adjust seasoning if necessary, adding more salt or lime juice according to your preference.
