Preheat your oven to 375°F.
In a small mixing bowl, combine salt, black pepper, garlic powder, paprika, and cayenne pepper to make a dry rub.
Sprinkle the dry rub mixture evenly over the chicken wings and mix well to coat the wings evenly.
In another mixing bowl, combine the all-purpose flour and cornstarch.
Dip each chicken wing into the flour mixture and coat evenly.
In a deep frying pan, heat enough oil to deep fry the chicken wings over medium-high heat (around 350°F).
Fry the chicken wings in batches until they’re golden brown and crispy. Drain on a wire rack or paper towels to remove excess oil.
In a small saucepan, combine the honey, soy sauce, minced garlic, and apple cider vinegar. Cook over medium heat, stirring frequently, until the sauce thickens and reduces by about half.
Once the chicken wings are done frying, toss them in the honey garlic sauce until coated evenly.
Transfer the chicken wings to a baking sheet and bake for 5-10 minutes until the sauce has caramelized and the wings are crispy.
Serve immediately and enjoy!
